These shingles in New Jersey are less than 20 years old.  The pattern of rust strongly suggests that there was a manufacturing problem of some of the shingles.

In my experience, this problem is rare.

The solution is to insure you use a primer that will control this level of rust.  The “paint”, or coating, protects the high quality primer plus provide a pleasing, long-term, non-flaking appearance.

Update 2014:  Truly a rare situation.  The shingles have rusted on the underside.  The rust is affecting the coating.  The owner and I met up for a long conversation about his options–including keeping the shingles or replacing some or all.  There are advantages and cons for each of his choices.  There is no perfect answer.  My role was to inform him what to expect from available and planned formulas.
